@Mario Carneiro So apparently everyone can move other people's message to another topic, as long as they posted earlier in the same topic than the message they want to move. However, when doing so, they must also move that earlier message by themself and everything that followed it.

In addition, they can also move a single message posted by themself, or move a whole topic once they posted a message in it.

Only moderators have the fine control to the level of individual messages, apparently.
