bors yeets PRs from #queue

#16227 was not on the queue for several days even though CI passed because Anne cancelled bors and that made the CI badge be :cross_mark:. Can we make it so that bors actions don't contribute towards the CI badge?

bors r- doesn't mean cancel, it means "unapprove"/"withdraw positive review". It completely undos bors r+.
