I opened a pull request (#97666) in which I move one file to another.
How do I signal this in order to pass the step named "Compute (re)moved files without deprecation"?

I think that the PR number is wrong. In any case, if you have a file-removed label, then that is only an indication that you should submit a PR with a module deprecation, after the current one is merged.
