OneNote and Microsoft Teams are two pieces of software that talk to each other? The latter handles the video call and the former handles the whiteboard?

I don't know if it's specific within my university but I can make a chat with people and create a Notebook we can all see, and call at the same time

The thing I like most about this is that the board isn't rasterised, so it's visually nicer quality

i see, so instead of sending a video of your board you're sending like, the vector graphics of your board

i know people who stream "make digital art" on twitch, I'll ask one of them how they solve this problem

My guess is that twitch only allows rasterised streaming?

yeah probably, it would be weird for the twitch client to do rendering work
