this PR is a draft, solely used by me to test workflows triggered by changes in PR status... i'd personally like to not have to re-create a PR every time i want to prototype a workflow. should i get rid of it? mark it with WIP tag? or something else?

You could turn it into a draft PR, that should kick it off the queue.

I'm not sure about the draft: I think that the triage bot does not make that distinction.
