Not only is it still relevant, but count_heartbeats in is currently also broken :-)

Actually, looking at it, maybe count_heartbeats without in is currently fixed? no, on e.g. JacobiZariski it's still reporting that everything in e.g. a section takes the same number of heartbeats. So currently it's doubly broken :-(
