lint workflow permissions

I noticed that the lint workflow is silently failing to post review comments because of a permissions error, here for example. I think there is some design of the action that should be reconsidered upstream, but regardless, I think we need to add

permissions:
  pull-requests: write

to our workflow?

Hmm, I tried that to no effect. Any other ideas?
